The complete kit does. Scott's lists a complete kit as the one with everything you need to get a stabilizer on the bike, and a mount kit only as the part for riders who already own a Scott's stabilizer. Both are options for the 2016-2018 KTM 350 XcF on this page.

KTM 350 XcF riders fit a steering stabilizer to calm head shake in whoops, ruts and rocky sections without changing anything else on the bike.
Is the Scott's stabilizer for the 350 XcF the same as on other bikes?
Almost always. The stabilizer is part 4200-00, and the mount is the part that changes from bike to bike. See the Scott's 4200-00 stabilizer.
Can I move my Scott's stabilizer to a 2016-2018 KTM 350 XcF?

How do I set the damping on a 350 XcF steering stabilizer?
Scott's says its off-road units damp as the bars turn away from center and let them return freely. Scott's also says the damping is adjustable, including while riding. The install guide covers settings.
How do I service a Scott's 350 XcF steering stabilizer?
Scott's says to treat it like suspension, with an occasional oil change depending on how hard you ride. See the service guide.
